With the mandate to be a public attraction and economic engine at the heart of Milwaukee’s downtown waterfront, Pier Wisconsin was launched through a design competition.  The program described a new institution to celebrate Great Lakes exploration and ecology, utilizing global outreach, interactive learning and state of the art telecommunications technology.  The design submission by CSP and Engberg Anderson Design Partnership of Milwaukee proposed an urban ‘living room’, an elliptical plaza within a glass ellipsoidal pavilion, displaying a replica of the Denis Sullivan, a Great Lakes Schooner with a 21st century mission.  The fully rigged ship is an icon of both Milwaukee and Wisconsin.  Underneath the ship is an exhibit hall containing underwater exhibits including an aquarium and a research submarine.  Flexible spaces, theaters and amenities are located in a low building with a public ‘energy park’ on the roof, devoted to conservation and renewable sources of energy.  Adjacent docks and a public plaza reach out into the lake and create a sheltered harbor for research vessels.  The scheme included a pedestrian bridge between the rooftop park and Milwaukee’s business district.
